YOUR telegram No. 67 of 3rd April: Opium. Chinese proposal is identical in substance with proposal contained in my telegram No. 80 of 22nd March, with important difference that it does not except Canton and Shanghai from its operation. Between dates of my telegrams Nos. 80 and 89 of 22nd and 28th March Chinese practically withdrew their offer to except Canton and Shanghai, probably feeling that in view of provincial agitation they could make no discrimination of any kind between ports or provinces, and at further interview to-day Chinese delegate stated that he was instructed to insist on demand contained in my telegram No. 89 of 28th March without any qualification.
I have again begged them to agree to exclusion of Canton and Shanghai, but have little hope of success.
